Earlier this year Yougov's 'Fame Report' research found that 64% of the UK population had heard of Channel 5's 'Nightmare Tenants, Slum Landlords'. Star of the show Paul Shamplina will be the guest speaker at an event in Worthing on September 10th presented by our Matthew Anthony Lettings team.

We caught up with Paul to hear his views on the current state of the UK rental market and give us an idea of what to expect on the evening.

Matthew Anthony: Our event will focus on the Renters' Rights Bill and the impacts it WILL have on landlords. You contributed to government consultations, so do you have a positive or negative view of the coming changes?

Paul Shamplina: Positives - it will force landlords to become more professional, invest in educating themselves and treat renting properties out as a business, to be more compliant and have a better understanding of responsibilities. Landlords can and will adapt, watch and wait for the detail.

Negatives - I worry about the court system not being improved, with bailiff backlogs, with a lack of investment. I have concerns that more vulnerable tenants will miss out on lets, as landlords and agents become more stringent on referencing, when Section 21 is abolished. I have concerns of the strength of grounds of section 8, would have preferred more mandatory grounds.

MA: In general, do you think that a single 'buy to let' owner landlord faces the same problems and issues as one with a larger portfolio of properties?

PS: I think single let landlords need to really evaluate their time spent in full management, larger corporate landlords I believe will be able to scale and put more robust systems in place to deal with the compliance changes.

MA: Will the new Bill simply mean that landlords need to be even more serious about being compliant with all the laws and regulations, or do you think it goes further than that?

PA: Most definitely!

MA: In general, what do you think is the current 'balance of power' between landlords and tenants, and how much will the bill change that?

PS: The bill is levelling up the power, giving tenants more rights. The aim for the government was 'levelling up'. The government want tenants to have great security and safer properties. Tenants deserve a good service from their landlords or the agents. Without the tenants rent, there would be no Private Rental Sector.

Supply and demand still very strong for landlords. People need to sleep somewhere, especially with a broken Social Housing sector. Affordability for tenants is an issue.

MA: Your own bio highlights your past as clerk, private investigator, debt collector and certified bailiff - are you a landlord yourself?

PS: Yes, I'm a landlord and still investing, I first became an accidental landlord in 1993, when I had to rent out my own flat I was living in.

MA: Do you have connections with West Sussex/Worthing?

PS: I used to live in Hove from 1985-1990, went to a secondary school and started my legal career with a firm of solicitors in Brighton. I have family in Hove and some of my old best friends still live there, No real ties to Worthing, but just down the road!

MA: Finally, do you have a favourite rental sector joke to share?

PS: How many ants does it take to rent a house? Ten ants
