Improving the Energy Performance of Privately Rented Homes in England and Wales



On 30th September 2020 the Government opened a consultation on improving the energy performance of privately rented homes and wish to obtain the views of landlord, tenants and letting agents. The policy sets out how Government intent to reach their goal of all privately rented homes achieving an EPC rating of a band C by 2030.

Some key policy proposals are listed below:


  • New tenancies from 1 April 2025 and existing tenancies from 1 April 2028 must have an EPC rating of C or higher.

  • Tenants are given powers to request improvements are carried out and that landlords cannot unreasonably refuse a request to install a smart meter.

  • Increasing the cost cap to £10,000.

  • Increase the maximum fine for a breach of the regulations to £30,000.
